Japan 24 hour Advance Manifest Filing Rule (JP24 AFR)

Note that, effective 9 March 2014, vessel operator or non-vessel operating common carrier (NVOCC) are required to electronically submit to Japan Customs information on all shipments discharging at Japan Ports no later than 24 hours prior to vessel from load port.  Effective immediately, all shippers must submit shipping instructions (SI) for cargo at least 72 hrs prior to scheduled vessel sail from the specified load port.  Failure to comply with guidance will cause cargo to be frustrated at the port. SL Charger (voyage 1205) Kobe, Japan Omission

Cargo that is moving on the SL Charger (voyage 1205) that departed Los Angeles on February 29th was delayed leaving Dutch Harbor, Alaska and arrived in Yokohama, Japan on April 6th.  This resulted in 2 day delay as cargo was due to arrive in Yokohama on April 4th.  High winds in Yokohama further delayed the discharging of cargo and, as a result, the decision was made to omit the Kobe, Japan port call.  All cargo due to discharge in Kobe was offloaded in Yokohama.
